I think the second is probably used here for literary value to show how enveloped the character is in these thoughts. Emphasizing something that they are thinking so strongly about that it's not described as things which are past, but the way things could presently "be". It's more dream-like in this way? That's my personal feeling. Here's an example of someone wishing things were different.
