"When the primary elections got difficult, and they were difficult." (possibly due to the stress of vying for the position against a number of other people, not to mention the potential underhanded tactics of the competitors etc..)

The last part of the sentence, "and they were difficult ", (repeating the fact that it was difficult) is used to emphasis how difficult the situation was. (I think you could compare it to the 形容词+是+形容词 structure in Chinese🤔)

E.g 工作在这里很方便是方便. = working here is convenient. (with emphasis on convenient) (I hope I got that right😅)
