Kinda hard to explain and I'm not even sure I got it right. Hope it helps though! Happy to try to read more if you need, but any more difficult than that and we'll have to find a lawyer :)

A: @zizi_zanousi The Unites States government has many levels. We have the national government over the whole country, state governments for each state, and also smaller branches for counties and towns.

I think it means a state program has to help guide the smaller local governments in what to do with the program. The local governments will follow what the state government leads. :)

Does that make sense?

Parole simili a "Regulation" e le sue differenze

A stipulation is a caveat, a request or an agreement.
Q: Qual è la differenza tra regulation e rule e law ?
A: often interchangable, people would know what you mean.

example: A law passed by the government layed out new rules and guidelines for doing/making/selling [insert thing here], effectively regulating [X].

diffences:
Regulations usually give limitations for businesses/the market/an industry, such as regulations for how businesses dispose of toxic waste. This could be called a 'waste disposal regulation' or an "Environmental Regulation," which are regulations that are designed to protect the environment. Regulations are seen politically in my country as 'limiting what businesses are allowed to do.'
They can also provide guidelines and instructions to make sure businesses are being safe and accurate for everyone. Still, by giving guidelines/instructions that must be followed, this is still 'limiting' what a business can do in a sense.

Laws are passed by governments. Regulations are passed/created by governments or institutions, such as when a sporting league passes Rules and Regulations. "Rules" can be used to describe parts of laws/regulations, but it is the broadest one of all. This means that children playing a game can create rules, a romantic couple can create rules that make them feel happy/secure, teachers and bosses can make rules for how people act at school/work, etc etc. Laws and Regulations sound more Official, made by big and powerful institutions. And I talked about what regulations most often mean earlier in the answer. 🙂

2)The regulation on COVID-19 is very strict in Country A that could not compare to that in Country B.
Does these sound natural? Which one is more natural?
A: They're both very close!

For 1) it would sound better as two sentences.
"The regulation on COVID-19 is very strict in Country A. It is beyond comparison with that in Country B."

For 2) it would sound better if you replaced a few words.
"The regulation on COVID-19 is so strict in Country A that it could not compare to that in Country B." or
"The regulation on COVID-19 is very strict in Country A and can't be compared to that in Country B." or
"The regulation on COVID-19 is so strict in Country A that it can't be compared to that in Country B."

A: This is very good and I understand it perfectly. Just a couple of small points:

I don’t think regulations on companies advertising is good because such regulations can harm freedom of expression. And the right of free expression is one of the most important rights for all of us. We should be as careful as possible when we think of any regulations and consider the impact on such an important right. It is much better to think of another way which is less harmful to fundamental human rights.

I would write the first sentence as:
I don’t think regulation on company advertising is good...

But the sentence you have is not wrong.
Q: What does "put the existing regulations into law" mean?

Context>>>>>>>>>>>>>>>>>>>>>>>>>>>>
WASHINGTON (AP) — The Senate Judiciary Committee is poised to vote Thursday on a bill to protect special counsel Robert Mueller's job — legislation that has split Republicans as President Donald Trump has repeatedly criticized Mueller's Russia investigation.

Two Republicans and two Democrats introduced the bill earlier this month as Trump ramped up criticism of the special counsel. Mueller is investigating potential ties between Russia and Trump's 2016 campaign as well as possible obstruction of justice by the president.

The measure under consideration would give any special counsel a 10-day window to seek expedited judicial review of a firing and would put into law existing Justice Department regulations that a special counsel must be fired for good cause. A handful of Republicans have supported it, but most have opposed it, arguing that it is unconstitutional or unnecessary. Senate Majority Leader Mitch McConnell, R-Ky., has argued that Trump won't move to fire Mueller and has insisted he will not hold a full Senate vote on the legislation.
A: In the US, regulations are a more flexible part of laws, it is specific. A law would be the broad term, and a regulation would be the government's take on how to enforce that law.

For example, there is a law here that let citizens own guns. A regulation is how those guns can be distributed, owned, etc.

In this article, it would make the regulation of having to be "fired for good cause" law-- meaning that the current administration cannot fire counsel members and similar positions without defending their reason in court.
Q: I can do it range of stipulated regulation. sembra naturale?
A: I can do it within the range of the stipulated regulations.
Q: almost of those regulations(like the "boundaries") were originally (no more than) made by human beings. sembra naturale?
A: Almost all of those rules (for example national borders, etc.) are nothing more than human creations in the first place.
