A: @zizi_zanousi The Unites States government has many levels. We have the national government over the whole country, state governments for each state, and also smaller branches for counties and towns.

I think it means a state program has to help guide the smaller local governments in what to do with the program. The local governments will follow what the state government leads. :)

Regulations are seen politically in my country as 'limiting what businesses are allowed to do.'
They can also provide guidelines and instructions to make sure businesses are being safe and accurate for everyone. Still, by giving guidelines/instructions that must be followed, this is still 'limiting' what a business can do in a sense.

Laws are passed by governments. Regulations are passed/created by governments or institutions, such as when a sporting league passes Rules and Regulations. "Rules" can be used to describe parts of laws/regulations, but it is the broadest one of all. This means that children playing a game can create rules, a romantic couple can create rules that make them feel happy/secure, teachers and bosses can make rules for how people act at school/work, etc etc. Laws and Regulations sound more Official, made by big and powerful institutions. And I talked about what regulations most often mean earlier in the answer. 🙂

We should be as careful as possible when we think of any regulations and consider the impact on such an important right. It is much better to think of another way which is less harmful to fundamental human rights.

I would write the first sentence as:
I don’t think regulation on company advertising is good...

But the sentence you have is not wrong.

A: In the US, regulations are a more flexible part of laws, it is specific. A law would be the broad term, and a regulation would be the government's take on how to enforce that law.

For example, there is a law here that let citizens own guns. A regulation is how those guns can be distributed, owned, etc.

In this article, it would make the regulation of having to be "fired for good cause" law-- meaning that the current administration cannot fire counsel members and similar positions without defending their reason in court.
