I can add that it may indeed depend on regional culture. A very successful, prominent woman lawyer in Minnesota called me "honey" several times during a phone call (about volunteering to work on some pro bono project she was recruiting for). Immediately after we ended the call, I went to talk to a more senior lawyer in the office, and he told me that she calls everyone "honey," because she grew up in the southern U.S., and she's just an outgoing, warm person (albeit also a good objective lawyer). I was cool with that. And I have a couple of friends who will sometimes say, referring to others, "Oh, s/he's a sweetheart," but not meaning that they're involves in any kind of romantic relationship.

So you don't necessarily need to take offense or draw certain conclusions if you see or hear it being used by other people to address you or to refer to others. BUT I'd suggest that you'll be better off not using it yourself until you get a really good feel for a variety of anglophone cultures. Not everyone can "pull it off."
