"commitmented" isn't a word. Perhaps you mean 'committed' or 'to be committed' in which case the difference is the scope of time you are talking about.
We make this commitment to preserve...
or
We made a commitment to preserve...

You should make a commitment to preserve...
or ...
All of these examples are talking about the point in time where the commitment is/was/will be made.
On the other hand, "We are committed to preserve the..." means the commitment to preserve the environment has already been made and you are actively doing so. The scope of time you are talking about is broad as it represents the total time of your commitment.
