Gossip is passing on information you have heard. A rumour is also that but the information has not been confirmed so it might not be true. There is less certainty about a rumour than gossip.
For example:
"She likes to gossip about her neighbours." She sees things that the neighbour does, and tells others.
"She spread a rumour that her neighbour is having an affair with the postman." She doesn't know if the neighbour is having an affair or not, but tells others it anyway.

Yes you are correct, to qualify as gossip it should be (almost) true, factual information.
For example, there are many celebrity news sites and magazines available, which publish news (gossip) about celebrities. There has to be some truth to the stories, however if it turns out afterwards that a story is untrue, but was faithfully believed to be true at the time, its is still gossip, even though it turned out not to be 100% true fact.
