When you say that training the dog is a total waste of time, it is already clear that it is not practical to train the dog. So adding “for all practical purposes” at the end of the sentence is a little repetitive and unnecessary. But the rest of your sentence is good :)

It is more correct and natural to say “trying to train him is a total waste of time!” Adding “for all practical purposes” to the end of the sentence is not what would normally be said, though it is grammatically correct.

And yes, I would say that “for all practical purposes” is not often used in common talk. People do not say this very often in common conversations, but if you did say it in a common conversation, it would not be a big deal. People would probably not really notice. Does that help?
