Taking language courses in college seem to be the most helpful. However, now it is so easy to find useful apps and books. It is possible to teach yourself but I feel it's easier with the help of a native speaker. Grammar can be tough to figure out. Vocabulary can be self taught but not very useful if you can't form a sentence.

I see youre interested in Japanese, ive been studying for a bit over a year so i know a few things
First of all, textbooks Genki I and Genki II are helpful, i also use Adventures in Japanese for school
Tae Kims grammar guide is also a very helpful and thorough explanation of japanese grammar
Japanesepod101 is helpful to practice listening skills
Additionally, id recommed making flashcards of everything you learn on an app called Anki, its a bit time consuming but itll be useful for long term memory
once you learn a bit of japanese id recommend watching dramas/tv and reading childrens books and comics, reinforcing vocabulary and grammar with context is most effective

Study the grammar in your native language first. Learn it the best you can, and then learn the basic words. Since you have the grammar, you can figure out what words mean from context even while reading. And make sure to practice reading AND speaking constantly.
Watch movies in the language you want to learn, and read books in that language.
Talk to native speakers as much as you can.
And practice your accent, it'll help you with pronunciation.

@pickledylans: I've been using an app called Memrise for the past year or so and it's been really helpful. I've gone from learning hiragana and katakana (and some kanji) to reading an untranslated manga called 'Yotsubato!'. It's actually pretty hilarious and it's helped a lot with grammar and sentence structure 😊
