All dialects stands at the same place of Fusha', and Even Fusha' sometimes consider the tone of people's tongue, as you might know, Qura'n might be read in Seven different Dialects, and all of them are true and right.

Non of the Arab countries uses the Fus' ha but I would say Alsham (Syria/Palestine/Lebnon/Jordan) has the nearest.

tbh it's Controversial, I could tell you Egyptian is the best because we have the best Qura'n readers ever, but in same time Levant's dialect have lots of Fush'a Vocabs. in the Big arabian west you'll find them using a very unique and amazing formats of arabic that's really looks like the Old fush'a.
So, I think It's like a relation between a Mom and daughters, Maybe there's one of really looks like her more than her siblings, but all of them still her sons and daughters.

That's what may happens here, too 😅.
Actually every dialects has similarity to the fus.ha in someways and differences in others.
For example people of (Morocco, Algeria, Tunisia..etc.) may say we pronounce the letter ق correctly, others from the Gulf may say we still use the grammar correctly like نون النسوة for example.
