"I'm studying English" is to emphasize that you are studying English now. It is possible you did not study English before and now you are studying English. Next year, you may study Korean.

"I study English" to say you study English regularly all the time. You studied English before and you still study English now and you probably study English next year.

The difference is very subtle. If you want to emphasize you study English right now, then say "I am studying English"

Another example is to drive. You did not have a car last year but this year you bought a car. Then, you can say "I used to walk to work but I am driving to work now"

If you had a car for a while and you drove to work regularly and all the time, you can say "I don't walk to work. I drive to work."
