Entitled is an adjective that describes somebody as deserving of something. In America, when somebody calls somebody entitled, they mean that the person thinks they deserve something that they actually do not.
I think I’m entitled to some of that pie you made since I paid for the ingredients. So, can I have a slice?
Guy: Hey, if I give you a dollar can you watch my dog for a second while I go to the store? Thanks! (walks away without a response)
Girl: Who does he think he is? Does he actually think I have time to wait around for just a dollar? He must be entitled!
