Non naturale
It's not good for one's eyes to look downwards using a cell phone for a long time. OR: Looking downward and using a cell phone for a long time isn't good for one's eyes. "One" is formal and sounds wrong unless you are writing. Say "your" instead of "one's" in conversation.

Un po' strano
"Looking downward at a cell phone for a long time is not good for one's eyes."
- Giapponese
