@brael oh sorry, yes we say both of them. We also often say
“The rain is pouring outside.”
“It’s pouring outside.”

They both mean the same thing. But “pour” is used when it is raining really hard like a rainstorm. “Fall” can be used for any rain. It can be a little rain or a lot of rain.
