Using "time" sounds more about the hours of the day than months of the year. "Period" would be more appropriate. Or, not even needed at all.
We also tend to shorten things into more compact terms.
- Dam [water] discharge occurs/is [during the period] from 26 June to 15 October.
- Dam [water] sluicing occurs/is [during the period] from 26 June to 15 October.
Items in brackets [ ] can be omitted altogether because it is implied and not necessary to the information in the sentences.
--> Dam discharge occurs from 26 June to 15 October.
--> Dam sluicing is from 26 June to 15 October.
