When you point AT something, you're pointing directly at it.
When you point TO something, you're pointing in its general direction.
That signs points to the city. In its direction.

"Point at" for most cases. For example:
"He is pointing at me" (with his finger)
"I pointed the laser at the wall"
Use "point to" for directions. For example:
"The sign is pointing to the nearest city"
"Can you point me to the nearest restaurant?"

Context is everything! You need to provide example sentences .
Sometimes POINT TO is used for something other than directions:
Can you point to the man who stabbed the victim?
Point to the city on the map.
All the evidence points to the neighbour.

@ladybug I'd say there's still an element of direction or gesture towards a direction in your sentences, opposed to the sense of precision that comes with "at".
You're right that it's not black and white but direction vs precision is a good general rule to differentiate them.
