uh, it depends on the whole sentence
example:
учить новые слова - learn new words - учить (what?) новые слова
учить его - teach him - учить (whom?) его
so, when "учить" is used with object it usually means "learn"
when "учить" is used with humans or animals etc it means "teach"

There is no difference in Russian when translating from Russian into English depends on the context of the phrase

я учу английский язык -I am learning English
teach - someone
eg
я научу тебя играть в карты - i will teach you to play cards

It is usually clear according to the context.
Grammatically i would explain it in such way:
If the clause looks like "учить что-то" (что-то - inanimate), it means to learn (or more to study maybe).
If the clause looks like "учить кого-то" (кого-то - animate), it means to teach.
Учить математику - to learn (study) the math
Учить детей - to teach the children
If you need to say smth like "to teach math to someone", you need to use synonym word
Преподавать математику - to teach the math (преподавать always means to teach some sobject to someone)
Or use another form of a clause - учить детей математике (you see, the word after "учить" is now animate and we get the necessary meaning)
If you need to say "to learn (study) someone" (someone animate), you need the word изучать.
Изучать котов - to study the cats
Smth like this. Maybe last two cases are not neseccary here, and sorry if explanation is too complicated. :)
