I don't understand why, sometimes, English people say or write : "I were... He were... She were... It were..." Because I always learned : "I was... He was... She was... It was..." Could you explain to me the rule that speaks about this expression ?

You are correct - normally, you should say “I was, he was, etc”.
In some regions of the country, some poorly educated people say things like “It were a really hot day”, but this is incorrect and sounds bad. You should say “It was a really hot day”.
There is one exception - the subjunctive mood. This always comes after the word “if”. For example:
“If I were the prime minister, I would ban smoking.”
“She wouldn’t be drinking alcohol if she were pregnant.”

@lassaimieunikel No it’s not a big mistake, in fact it is quite common for even English people to make that mistake, and people probably won’t notice if you say “If I was the prime minister”, but technically “If I were the prime minister” is more correct.
