third sentence doesn't make sense.
first sentence means "something' is useful for studying English"
Example: "Hinative is useful for studying English"
Second sentence means "it is a good idea to study English"

The last sentence isn't natural. The second sentence means that studying English useful, and the first sentence means that something ("it") is helpful to you in learning English. Like, "A dictionary is useful in studying English."

The 3rd form could be modified to say:
"It's useful for my studying English" とか
"It's useful for my English studies." などなど。
Beware of what it is that's actually useful and to whom!
It's useful (to you) for me to prepare ahead of time.
1 : It's useful for me. (そのものは僕にとって役に立つ) - for me
2: It's useful for me to help (僕の手伝いは誰かに役に立つ) - for someone else.
In #1, I find some unnamed thing to be useful to me.
In #2, My help is useful to some unnamed other person.
