@Frone Literally, cups made of plastic. However, this word is usually used to refer to one time use cups, most of which are actually made of paper. Basically, one time use cups regardless of what they're made of. The kind you get at fast food restaurants when you order a drink.
And the reason they're sticky -- I have to assume it's because they used to contain sugary soft drinks, which have now dried out, leaving sticky stuff inside them.

This isn't a sentence, and it isn't grammatically correct either.
To dot something = to appear here and there (as dots) on that something. In this case, there were plastic cops here and there on the patch of grass where the speaker was planning to spend most of the afternoon.
