Che cosa significa ”the noted flow of parts ” ?

Noted means aforementioned??

Here is the context:

In your book, you write that when you told your supervisor about more of your findings that the company was inflating its inventory he said this “was standard practice at a time of year when programs and projects had to meet milestones to keep billing the government, and having the noted flow of parts made it look like they were on track.” What was your reaction to his answer?

Sorry. Yes, I think the sentence would be more natural if it read "...having a good paper trail made it look like they were on track." Basically, they're saying that they went through all of the proper paperwork and had all the right forms, to make it look like they weren't wasting all of that inventory

It doesn't sound natural.

A "paper trail" is the trail of documents (papers, forms, authorizations, budgets, ...) that lets you trace what happened. Your boss "follows the paper trail" during an investigation.

This is an article about the interview with a whistle-blower who once worked with an aerospace company. i'm sorry but I may not be able to fully understand what you mean here.I wonder if you mean the words " the noted flow of parts" should be replaced with "paper trail" here.
