Lo and behold is an expression that stands more or less alone. You might say this at the beginning of the sentence:
Lo and behold, he has finally arrived!
It is a bit older sounding, so people often use it formally or ironically. In the example above, this would be a bit sarcastic. Maybe we were waiting for a long time, and "look, he finally gets here." It's not really a surprise, but a comment more like "oh look finally!"
It can also show an element of surprise, but it's not usually used that way in the USA.
Surprisingly is an adverb that needs to be used with the verb, or at the beginning of the sentence.
He was surprisingly punctual.
Surprisingly, he arrived on time.
There is a feeling of real surprise.
