When someone speaks like 'người miền tây', from what region do they come from?
What difference is in that dialect compared to the dialect in HCMC?

It means that they are people coming from the Western part of Vietnam.
And about the dialect in there, I can say it’s so much different and let’s visit there sometimes to know about it.

@hnchans Officially, "người miền Tây" are people live in or come from 1 of 13 regions (12 provinces and 1 city). The list includes: Long An, Tiền Giang, Vĩnh Long, Bến Tre, Đồng Tháp, Trà Vinh, An Giang, Cần Thơ (city), Hậu Giang, Bạc Liêu, Sóc Trăng, Kiên Giang and Cà Mau.

Dialect difference is quite hard for me to explain, hope someone else would help you that part.

@hnchans "Người Miền Tây" is about people living in the West of Vietnam. It is difficult to compare the dialect of Westerners to the dialect of those living in Ho Chi Minh City. Because Ho Chi Minh City is a highly populated city from many other regions, including many from the West. So the dialect sounds the same. However, in each region, there will be distinct local dialects that can be recognized by people of Ho Chi Minh City or those living in Ho Chi Minh City for many years.

Do you mean they know local dialects of the regions outside HCMC? Or do you mean there are dialects that are more common in different districts of the city?

@hnchans I think people who are sophisticated or long-lived will discover the differences between regions. I haven't lived in HCMC for a long time so I don't know, but I can know which voice is in Hanoi, Hue, Quang Binh, Quang Tri, Nghe An, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen... I can distinguish Northern, Central, and South accent because there are many people living in those areas where I lived. As for the HCMC dialect I think I can still find out if I interact with them a lot.
It is difficult to distinguish the dialect of each district because every district has many people from many other regions. However, there is a difference in HCMC that there are many Chinese people living in districts 5, 10, 11 ... Their dialect is ... I am not sure but it is easy to recognize if you contact with them haha

Unfortunately, In this situation, Miền Tây is not "Western Vietnam". It's just a part of southern Vietnam. HCM city, Đồng Nai, Bà Rịa-Vũng Tàu, Bình Phước, Bình Dương and Tây Ninh are the part of southern Vietnam but In Vietnam, They are not called miền Tây, They are called miền Đông Nam Bộ.
