In this following, I have no idea what (the italics are mine) means here. Even though I can't use the italics here, the part "and cheap" in the following is written in italics in the original. So, I think this can be interpreted as "cheap education is mine" or something?

The terms of reference of a Royal Commission of 1858 are significant - "to inquire into the present state of popular education in England, and to consider and report what measures, if any, are required for the extension of sound and cheap elementary instruction to all classes of the people" ( the italics are mine.
