I don't know the context but if she was talking about outbreaks of the coronavirus. That might be it.

'密です' is what she said to TV reporters, when she was surrounded too close by them.
She has urged her citizens repeatedly to avoid 3密 for 密閉、密集、密接
and when she was surrounded by them, it looked like 密集, so she said (this situation is )'密です'.
After that, this scene was taken up by a lot of media and the expression '密です' became in fashion. Some people created '密です' games and others made '密です' beat sound.

By the way, みつ(密) is just a kanji meaning "dence".
It's mostly used in combination with other kanjis, like 密集、密接、密談、密度 etc...
「みつです!」(Too close!) is just a phrase that governor in Tokyo used when she was surrounded by many presses.
It sounded funny for Japanese, so people on internet started using it for a giggle.

Wow I’m surprised you know that expression!
The full expression is 三つの密(みっつのみつ、[Let’s avoid] three denses: 密集・密閉・密接), which has been introduced from Koike’s TV press briefings.
It has own rhythm so that I think it is easy to remember rules for the virus.
