In other cases you can use the following phrases in a similar context
*POOR*
My family is poor, we cannot afford that object
*NOT GOOD*
I am not good at riding a bike.
I am not good at writing
I am not good at public speaking
So in this case saying that
*my English is not good*
would be a better choice out of the two you have highlighted.
that sentence is okay BUT this following sentence is a bit better.
(I'm sorry) But my English is not *very* good.

'My English is poor' has the same meaning as 'My English is not good' but it sounds less natural. 'Poor' here means 'bad'.

...also 'My English isn't good' is more natural than 'My English is not good.' Or you can say 'My English is bad.' :)
