I haven’t heard this before but it sounds like a metaphorical way of saying that either
1 - the person’s external bonds or connections (to other people, places or things) have weakened and they are no longer as closely bound to them. This could include both positive and negative qualities.
Or
2 - the glue that has become unglued could refer to some kind of internal mental coherence and their personality is unglued indicating some kind of mental or emotional breakdown
It also gave me the idea of something like a doll or puppet that might be glued together that could become unglued.
Similar phrases I have heard include to come undone (as in buttons, zips or shoelaces), to come unstuck (as in glue) to come apart (as fabric in your clothing might come apart when the stitches break)
all of these could be applied to people indicating that things are not holding together as they were intended to when they were put together.
