A couple of days ago I had an English test at school; one of the exercises was a "fill-the-blank" type.
The sentence was "By the year 2020 more people than ever ... (to move) to the cities".
I wrote "will have moved", but according to my teacher it can only be "will be moving".
The motivation given was that in this sentence "by the year 2020" means "during the 12 months of 2020". Wouldn't that have been expressed with "within the year 2020"?

Yes, the teacher is absolutely wrong.
And if it meant "during the 12 months of 2020", the sentence should begin with:
"In the year 2020..."
