First of all, it's "lì" with an accent ("li" without accent means "them").
"lì" is an adverb and translates "there" when you're literally pointing at a place.
"Dove sono i piatti ?" "Sono lì" (where are the plates ? They're there)
"ci" can be a pronoun substituiting a place you've mentioned before:
"Sei stato [a Parigi] ?" "Sì, [ci] sono stato quando ero piccolo" (Have you been to Paris ? Yes, I've been there when I was a child)
"There is/are" is translated with "c'è/ci sono" in Italian.

'ci' has a lot of functions, some of these dipend by the verb. It can be used as a 'avverbio' or 'pronome', it can be also 'riflessivo' or 'rafforzativo'. ci+è=c'è (c'è=there is) . Li (not lì) is a 'pronome'.
