If something doesn't have a price you would just ask what it is.
"How much is this?" or "How much does this cost?"
Would be really strange to make an offer to an employee, they don't have control over that kind of thing and would not haggle. with you.

In America, we don't really offer prices or bargain with the employees. Like ModestFrog said, you should just ask, "How much is this?" or "How much does this cost?"

I know that 99% of goods have price in the world, so normaly we don't need to offer the price, especially in the store. But in some specifically situations for exmple picture, if someone have a picture and he doesn't mind to sell me, but he have no idea about the price, then he ask me to offer. Here is the question at that moment.
