"Heck" it's mostly used as a replace for "hell", so it isn't very bad

I am a teacher and I usually tell my students not to say “What the!” because that sentence is usually completed with a curse word. By itself, it isn’t really rude but many adults find it disrespectful.

Just by itself can mean you’re surprised about something and it would be fine to say among their friends. “What the heck” is implying that you want to curse.

Ok, it really depends on the family and situation. I was told not to use "What he heck!" (or 'what the hell!') in school and around my religious family members. But around my friends and most of my other family it was fine.
