People in UK pay for watching TV? Because here in Brazil we have the option in the free signal with less channel.

There are free channels: the best (in my opinion!) are the BBC channels. There are also free TV stations that run adverts.
Although I said they were free, you have to pay a tax if you own a TV (a TV license). You do not need to pay it if you watch online, although I do anyway.

At first, you will be sent a letter, then they can send someone to knock on your door. I guess ultimately it would be prosecuted through the small claims court.
And I was wrong- now you do need it to watch online, though of course that seems hard to enforce.
