used to reassure. The word 'hoor' (hear) is a modal particle implying reassurance.

- You don't want a dessert? Yes, I do

- Can't I have a dessert? Yes, you CAN
When there's no 'niet' or 'geen' use
'ja hoor'.
* Mag ik een toetje? Ja hoor
- Can I have a dessert? Yes/Sure
* Wil jij een toetje? Ja hoor
-Would you like a dessert? Yes I would
(a neutral question without 'niet')
Compare this to:
* Wil je wel een toetje? ja(wel) hoor
- Do you (even) want a dessert?
Yes, sure I do
(asker doubts and thinks you might not want a 'toetje')
