it has the same meaning in Indonesian as preposition
but in English it could be
kepada : to
terhadap : towards

1. saya memberi buku ini kepada dia
(I'm giving this book to him)

2. tindakan seorang polisi terhadap tahanan begitu tegas
(the actions of police man towards a prisoner are so firm)

kepada and terhadap actually have the similar means, it’s ‘to’ in english (terhadap word actually means ‘towards’ but it can means ‘to’ too)

Pelaku kejahatan itu telah diserahkan KEPADA pihak kepolisian : The perpetrator was handed over TO the police

Aku tak peduli TERHADAP fitnah-fitnah yang mereka lontarkan kepadaku : I don’t care about the rumors they said TOWARDS me

I'm surprised the question isn't about "kepada" and "pada", because those two get confused a lot, even by native Indonesian speakers.

But, back to the actual question, "kepada" means "to", and mostly used to indicate a certain action is directed to a person (in most cases).

"Terhadap", on the other hand, means "towards" and sometimes "of" in certain contexts in English.

If you want to say something is going "toward" a certain direction, use the preposition "ke" or "menuju".

Examples:
"Saya tidak pernah melakukan hal itu kepadanya."
(I've never done that to him/her.)

"Perlakuan sipir penjara terhadap tahanan tidak bisa dibilang manusiawi."
(The warden's treatment of inmates can't be regarded as humane.)

"Dia pergi ke arah situ."
(He/she is going toward that direction.)
