년도'와 '년'은 의미가 다릅니다.
'년도'는 일정한 기간 단위로서의 그해라는 뜻이고,
'년'은 해를 세는 단위입니다.
그러므로 '2000년도 사업 계획'이라고 하면 2000년을 하나의 단위로서
정한 기간에 세운 사업 계획이라는 의미이고,
'2000년 사업 계획'이라고 하면 단순히 2000년이라는 해에 세운 사업
계획이라는 의미입니다.

@jamkan I meant that 이틀 counts a period of time: 2 days. And 2개월 counts a period of time: 2 months. And 2년도 also counts a period of time: 2 years. That's correct, right? All count a period of time in the same manner?

이틀 = 2020. 1. 1 ~ 2 = 2days

* 년도 points to a whole, specific year, like all of the year 2019. This is a period of time. ("2014년도에 미국에서 공부했요" means "I studied in America throughout all of 2014.")
* 년 is a counter for years. (1년 동안...) You can also use it to refer to a specific year, like a date. (1974에 태어 났어요.)
* 개월 is a counter for months. (이개월 동안...) One can also use 달 (두달 동안).
* 이틀, 삼흘, etc are counters for days. (3흘 동안...)
