What does “a system that runs on grits instead of good sense” mean? Like I understand the meaning but why did she say the word “grits”? Like what does it mean?

“Budget-bustin’ paperwork. A system that runs on grits instead of good sense. I’m so sorry,” Mrs. Shannon replied, shaking her head.”
