Take care = Please be safe and healthy
They're all hyped up now = Jimmy's referring to the myth that sugar gets people hyped up since ice cream has a lot of sugar in it and the kids are being given a lot of ice cream.
Hyped up (in this context) = Excited, bouncy, very happy.
Here you go = Something you say when you give something to somone.

The grandparents give the children a lot of ice cream which makes them hyperactive (what they mean by hyped) and then give the children back to their parents to take care of after
