"The better the content of the book is, the higher the price of it is." is correct. "More good." as an adjective is not proper grammar.
By the way, you're better off saying: "The better the content of the book is, the higher the price." to avoid the dangling modifier.

Both sentences have the same meaning which is ‘the better the book the more it costs’ but the 2nd sentence is worded better. ‘More good’ is kind of a weird phrase so just saying ‘better’ is more concise and simple.
