The first one is more natural, because if you know something is burning / was recently burned from your sense of smell, you haven't seen it to confirm that yet.
When you do see it, you will know whether it is currently burning or not without needing to smell it.
If you know something was burning but isn't anymore, you could just simply say: "Ugh, I can still smell it."

Yes, but it'd be more natural to phrase it as "Something burned, I can still smell it."
*still* emphasizing that the smell is still there even though it's no longer burning.
