@cavefundoo also the first sentence would make sense but have a different meaning if you wrote something like
“There are families/people in need of cheap housing in the larger cities.”
In this case the focus is on the family or people. In the second sentence the focus is on what needs to take place in the larger cities.

@cavefundoo The difference between the two examples you gave is that the first is not grammatically correct. It is unclear as to what you are speaking about. In the second sentence you are concerned about the larger cities needing more cheap housing

@cavefundoo however, there is no difference between your second sentence and my sentence with families, because “growing need” is referring to “families/people”
The only minor difference is that “families” is more specific whereas “growing need” can refer to anybody.
