In reference to linguistics and dictionaries. A descriptive dictionary simply records how people speak and doesn't pass judgement on whether it's correct or not. A prescriptive dictionary says there is a correct and incorrect way to say something. As you can imagine, prescriptive is not very popular among dictionaries or the general public. I speak how I speak and I sound like everyone else around me. Languages evolve and change over time, it's the job of the dictionary to stay up to date with those changes.
