Um, it's hard to know. It's kind of like the government can charge what they want and call it what they want to, lol 😆. I'm not a legal expert, but to figure out what exactly this is you would probably have to call the city that issued the ticket. And they'll probably tell you something like the fee is based on how fast you were going over the speed limit, and then the levy is a flat charge to all speeding tickets or something. It's really impossible to know what the logic is without calling them, lol.
