They pretty much mean the same thing.
"Wow I'm very impressed by your singing"

"By" is more direct, while "with" is indirect and general. You wouldn't say "I'm impressed with you," you would say, "I'm impressed by you." "With" refers to what specifically impressed you, such as, "I'm impressed with what you said/did." But, both statements are confusing enough for native English speakers to confuse them, and as a result, most people say "you're impressive," "that's impressive" or "that was impressive," instead.
