A bottleneck is a point of congestion in a system (such as an assembly line or a computer network) that occurs when workloads arrive too quickly for the production process to handle.

Think of it as meaning "overwhelmed" or "too much for something to be handled efficiently". You can apply it to almost anything. It's somewhat common.

"I bought this new graphics card for my PC, but my CPU is too old for it to make a difference, so it is a huge bottleneck."

"Tesla cannot meet the demand for new electric cars due to the batteries required causing a production bottleneck."
