In the Japanese animation industry today, animators are essentially paid on a piecework basis (or on the basis of an exclusive fixed-term subcontract) and are not hired as studio employees. This approach, which is unthinkable in the Hollywood animation industry where unions are very strict on employment systems, was conceived (but not yet implemented at the time) after the Toei Animation strike in 1962.
