Both can mean the same thing most of the time, but their connotations might differ to me a bit.
"On the left is a house" sounds like you are right beside the house, and you are pointing it out to someone.
"On the left there is a house" sounds either a bit more formal for the same situation as above, or means you are talking about a house that is up ahead, or a house we are not near to (such as when giving directions somewhere).
For example, if you are giving someone a tour, you might say "on your left is a house, and on your right is a farm".
If you are giving directions, you might say, "turn right and drive down the street. On the left there is a house. That's my house".
But both can be used interchangeable most times. The examples above are just personal connotation and will likely differ between people.
