@riceman When you say "go(ing) off of" this means that you have prior information that you can use as a sort of index to infer what could or would be a possibility.
So when you say, "going off of trying to understand people's emotions.."
This would mean that someone already has knowledge and holds understanding of human emotions; they have some idea on how these people are spending their money. And with this knowledge they are able to guess or infer on what type of investments these people are making while experiencing different emotions at different times of their life.
