I'm looking for the IPA and I sew 〈ə〉this
and I thought ə symbol pronunciation is uh
so, I thought lə will sound like luh but, It sounds to me like la. Did I just heared wrong? or am I misunderstanding the IPA?

It is technically neither. It is called a "schwa" and it's the most common vowel in the English language. It can be very hard for non native speakers to pronounce and hear correctly. Keep listening to English and you will eventually hear it correctly.
