There's no special event for two-storey buses. Some buses just have two floors, some don't. There's nothing special about it. Bigger cities tend to have more double-decker buses because they can fit more people in them and buses that go between towns/cities also tend to be double-decker buses for the same reason, but there's nothing particularly eventful about getting on a bus with two floors.
If you're talking specifically about buses with open tops, where you can sit on the top deck and there's no roof, those are almost exclusively tourist buses and I don't ever really see them outside of cities that get a lot of tourists such as London or Oxford.
