Best way I can phrase this is: With its two wing-shaped flippers, that fish could be mistaken for a bird.
I don't know what flying in the sea would look like so I won't advise you to use it to describe real world stuff.

Hmmm... but it is referring to a specific fish “that fish” so I would add “it looks like a bird flying”. Not sure what the Oxford book would say though. 😀
