標準語は国ごとに決まっている。
生まれた時からあなたの国籍は決まっている。
Example : Type B

彼女は離婚を考え直すように言ったが、彼の心はもう決まっている。

So you can say「”アメリカ政府”は日本海をSea of Japanと呼ぶと”決めている”」.

アメリカの政府「は」~『決めて』:

「In the」 U.S. government, it is decided 『that』 XXX.
The difference is whether the subject is direct or indirect.
